ABOUT THE ROLE

Cartwheel has grown to serve hundreds of school districts across 16 states.With billions of dollars in new state and federal investments in youth mental health coming in 2026, we've supplemented our district-level sales motion with statewide partnerships with Governor's offices, education departments, and health agencies.
Our goal is to turn every state partner into a Cartwheel champion. As the General Manager across our statewide deals, you'll ensure all of our internal teams are operating with strategic clarity, operational rigor, and a strong culture of continuous improvement.
This is a builder role. You will be a strategist, project manager, and the person running the weekly cadence across teams — the tiger-team will grow as the portfolio does, but you should expect to be in the details yourself for a while, not just directing others to be.

Location: Remote with ability to travel ~25% or more during peak periods (e.g., spring legislative cycle)

WHAT YOU'LL DO

Strategic
  • Define what success looks like for each state and drive alignment across internal and state teams
  • Set portfolio-level metrics and reporting cadence. Use the data to identify risks early, diagnose underlying issues, and form data-driven action plans.
  • Work with Finance to set and manage state-level P&Ls that balance impact with sustainability.
  • Provide partnership to the Government Partnerships team on renewal planning: Ensure every state has a rigorous renewal plan and contingencies, and surface any go-to-market or operational risks that could jeopardize it.
  • Spot patterns across states — what's working, what's breaking — and replicate best practices from one state to the broader portfolio.
  • Share feedback from the field with R&D and clinical teams on how Cartwheel can expand our value proposition and product suite
Operational
  • Run a portfolio-level Project Management Office (PMO): Track key tasks and milestones across states, ensure on-time delivery, surface risks, and recommend resolutions
  • Build clean handoff protocols across the deal lifecycle: Government AE to State CSM at close, and State CSM to District Sales/CS when it's time to activate individual districts within a state.
  • Surface resourcing conflicts across states (e.g., clinical staffing, marketing bandwidth, executive facetime) and drive them to resolution. Make the call directly and/or bring higher-stakes prioritization decisions to executive leadership.
  • Work with Success and Government Partnerships to adapt our district-sales materials, pitches, and FAQs to various product and state-level contexts. Continuously refine these based on feedback from the field.
  • Lead monthly discussion with Senior Leadership: Progress, insights, and risks across the portfolio.

  • 10+ years building and scaling complex partnerships in healthcare or education (e.g., enterprise school districts, state agency partnerships, multi-party partnerships)
  • Exceptional project management skills with the ability to juggle multiple priorities.
  • Analytical thinker who continuously finds ways to improve our performance. Helps the team identify opportunities to test & learn new processes, collateral, ways of working.
  • Ability to cultivate trust-based relationships with diverse stakeholders, including elected officials, agency administrators, and advocacy organizations
  • Clear, concise written and verbal communicator
